Patrick Ashmore
Board Chair
Patrick Ashmore was born in Portland and raised in The Dalles, Oregon. After a brief stint at Mt. Hood Community College, he joined the United States Air Force. Pat later joined the Oregon State Police Cadet program, where he found his true passion: serving the community through law enforcement. Pat retired in 2016 from a 29-year career with the Oregon State Police. Six weeks later, he answered the call of duty as Chief of Police at The Dalles Police Department. Pat joined the board in 2018.
Shae Kasinger
Board Vice Chair
Shae Kasinger was born and raised in Oregon, residing everywhere from the coast to the eastern part of the state, settling in The Dalles in 1999. She is passionate about building relationships and chose banking as her career. Shae is Vice President Retail Manager at First Interstate Bank. She and her husband share five adult children and love being with their grandchildren. In Shae’s spare time, she enjoys being on the river, at the beach and in the mountains taking in all Oregon has to offer. Shae has been a volunteer with Adventist Health Columbia Gorge Foundation since 2005. She also volunteers with Haven From Domestic Violence and takes every opportunity to be of service in her community. Shae joined the board in 2020.
Frank Toda
Treasurer
Frank Toda was born and raised in The Dalles, Oregon. He earned his bachelor’s and master’s degrees in business administration from the University of Portland. He also earned both his Master of Science in systems management and Doctor of Philosophy in education from the University of Southern California. He joined the board in 2003.
Jorge Barragan Jr.
Board Member
Jorge Barragan Jr. was born in Kennewick, Washington, and raised in The Dalles, Oregon. He earned his bachelor’s degree in business management from Portland State University. Jorge grew up working in his family’s local restaurant, Casa El Mirador, and resides in The Dalles with his wife and children. He is a real estate broker and a past owner/operator of a successful small business. Jorge volunteers for The Dalles Rotary and enjoys spending time with his family, pursuing water sports and cooking. Jorge joined the board in 2021.
Dean Dollarhide
Board Member
Dean Dollarhide was born in Goldendale, Washington, and raised in the Columbia River Gorge. He attended Western Oregon State and University of Portland, earning a bachelor’s degree in history, with a minor in humanities. Dean works in insurance and financial services, and he coaches baseball. A member of the local rotary, he enjoys volunteering and is grateful to give back to the community that has given him so much. Some of Dean’s favorite activities include baseball, golf and fly fishing as he “practices for retirement.” Dean joined the board in 2019.
Kerry Proctor, MD
Board Member
Kerry Proctor, MD, was born in Glendale, Arizona, and raised in Vermont. She attended the University of Vermont, where she received her medical degree. She resides in The Dalles with her husband, Matt. Together they are raising two children. Dr. Proctor is a practicing pathologist at Adventist Health Columbia Gorge, where she serves on the Breast Center team. In her spare time, she enjoys reading, time with friends and family, cooking and hiking. Dr. Proctor joined the board in September 2022.
Lori Rosebraugh
Board Member
Lori Rosebraugh was born in Astoria, Oregon, then moved to North Bend and Roseburg before settling in The Dalles. She earned her Bachelor of Science in criminal justice with a minor in Spanish from Western Oregon State College. After college, Lori joined the Oregon State Police as a state trooper. Lori now works as a detective for the Criminal Investigation Division, Major Crimes Section. Lori and her husband share three children. In her spare time, she enjoys home improvement projects and crafting of all kinds. Lori is a volunteer for The Dalles Booster Club, American Legion and the Shop With a Cop back-to-school event. Lori joined the board in 2019.
Aimee Scrivens
Board Member
Aimee Scrivens was born and raised in Tulare, California. Loyola Marymount University and the University of San Francisco, where she received her Bachelor of Business Administration and a master’s in organization and leadership. She lives in Hood River, Oregon, with her husband, Brian Scrivens, as well as their daughter. She enjoys cycling, spending time with her family and enjoying the beautiful Gorge. She volunteers for Delta Gamma at Oregon State University. She has worked extensively in higher education and enjoys student leadership and development. Aimee joined the board in June 2022.
Amy Schanno-Sugg
Board Member
Amy Sugg was born and raised in The Dalles, Oregon. She attended Oregon State University and Columbia Gorge Community College and completed a Bachelor of Science in Nursing. Amy is a nurse for Adventist Health Columbia Gorge’s Quality Department. She enjoys volunteering with local organizations and has a desire to see Wasco County residents have improved opportunities, better schools and access to healthcare. Amy joined the board in 2017.
